Editor's Note: Pursuant to Ord. No. 2-2021, adopted 5-10-2021, the title of this chapter was changed from "Recycling Commission" to its current title.
The name of the body hereby established shall be the "Willistown Township Environmental Advisory Council."
The Willistown Township Environmental Advisory Council (hereinafter referred to as the "Council") shall have the following duties and responsibilities:
The Council shall have the following powers and duties:
1. 
To identify environmental problems and recommend actionable plans and programs to the Board of Supervisors for the promotion and conservation of natural resources and for the protection and improvement of the quality of the environment within Willistown Township.
2. 
To develop and promote community-based programs designed to educate and inform Willistown residents and encourage their participation in environmental issues within the Township.
3. 
Upon request from the Board of Supervisors, Council may make recommendations related to, and compile documentation involving, open space and natural areas within Willistown Township. Council shall work with the Willistown Township Open Space Review Board to delegate assigned tasks.
4. 
To implement a recycling program in conjunction with the Board of Supervisors as required by Act 101.
5. 
To promote public interest in the work of the Council by implementing a public relations program and by other appropriate means.
6. 
To assist the Board of Supervisors and other Township boards and commissions with environmental related efforts.
7. 
Any other powers and duties authorized by local, state or federal law.
The Council shall be composed of seven persons, each of whom shall be a resident of Willistown Township, and each of whom shall be appointed by the Board of Supervisors. Duly appointed Council members shall serve at the pleasure of the Board of Supervisors but, unless otherwise removed by the Board of Supervisors, shall serve for terms of three years each or until their successors are appointed.
Members of the Council shall receive no compensation for their services, but may be reimbursed for the expenses actually and necessarily incurred by them in the performance of their duties and in the conduct of Council business, when such reimbursement is authorized by the Chairman of the Council and approved by the Board of Supervisors.
The Board of Supervisors will appoint the first Chairman of the Council for a one-year period. After the term of the first Chairman has expired, the Council will elect its own Chairman for a one-year term annually.
Regular public meetings shall be held to conduct the business of the Council. The Council shall keep records of its meetings and activities and shall make an annual report and such other periodic reports to the Board of Supervisors as the Board may require or the Council may deem appropriate.
The Council may, with the consent of the Board of Supervisors, utilize any funds, personnel or other assistance made available by Chester County, the Commonwealth of Pennsylvania or the federal government or any of its or their agencies or from any other private or public sources. Accounting of the receipt of such funds and for the expenditure thereof shall be pursuant to such regulations as the Board of Supervisors may adopt. Unless specifically authorized by the Board of Supervisors, the Council shall not establish any separate bank or other account for the deposit or accumulation of funds. The Council shall submit a plan of activities and a proposed budget to the Board of Supervisors during the regular township budget process. Funds for the expenses to be incurred by the Council shall, at the discretion of the Board of Supervisors, be appropriated by the Board of Supervisors.
