A. 
Whenever a contractor or vendor (hereinafter referred to as the "requesting party") requires the services of a police officer, the requesting party shall be required to notify the Chief of Police or their designee (hereinafter referred to as the "Chief").
B. 
The requesting party shall advise the Chief of the scope of the assignment, number of hours, and the number of man hours required.
C. 
The Chief shall, in their discretion, determine the number of hours that can be reasonably anticipated notwithstanding the hours projected by the requesting party, see infra.
D. 
The Chief, after consultation with the PBA, shall promulgate a schedule of fees which may vary depending upon the nature of the services, the identity of the requesting party (for-profit or nonprofit), and whether the requesting party is a regular requestor.
E. 
The schedule of fees shall be reviewed on an annual basis by the Chief and the Chief Financial Officer and may be changed by ordinance of the governing body.
F. 
It shall be the obligation of the Chief to ensure that requesting parties' checks are presented to the Chief Financial Officer within 48 hours of receipt.
G. 
Should a requesting party fail to make payment in a timely fashion, termination of the services shall result.
H. 
The rate of $1 per hour of pay earned by each officer assigned off-duty employment shall be transferred to PBA Local 99 to be deposited in its treasury.
Fees for off-duty police employment shall be as follows:
A. 
Administrative fee (to be paid to the Borough): 18%.
B. 
Police vehicle fee (to be paid to the Borough): $175 per job per vehicle when requested by the requesting party and/or deemed necessary by the Chief for safety reasons.
C. 
Utilities, construction, or any other police service except those defined below:
(1) 
Hourly rate: $91 per hour.
(2) 
Time and a half ($136.50 per hour) shall be paid for:
(a) 
Overtime - any hours worked beyond eight hours and time worked shall be rounded off to the next hour.
(b) 
Emergencies - any job where less than 12 hours' notice is provided.
(c) 
Nights - beginning at 6:00 p.m. and concluding at the completion of the officer's detail assignment.
(d) 
Weekends - to include any assignment that is started on a weekend (Saturday or Sunday), other than regular monthly posted details with predetermined terms and conditions. Rate remains in effect until the completion of the assignment, even if it concludes on a Monday.
(e) 
Holidays - consisting of any known holiday when the United States Post Office or public schools are closed.
(3) 
There shall be a minimum four-hour call-out time.
(4) 
Any hours worked over the four-hour minimum shall be compensated to a full day of work consisting of a full eight hours.
(5) 
The requesting party shall provide at least one hour's notice of cancellation prior to the start time of the assignment, or the four-hour minimum applies.
D. 
Special events (sporting events, private and school functions, dances, raffles, fundraisers, nightclubs):
(1) 
Base rate: $250 per event.
(2) 
Hourly rate: $60 per hour for all hours beyond four hours.
E. 
Exempt details: All regularly posted scheduled details shall be compensated at the normal rate and terms that have been set when the detail is secured, excluding the night and overtime rate charges.
