2 Multifamily dwellings served by one master meter will be billed a minimum water charge per unit equal to the 3/4" residential base rate and will also pay the minimum service charge for wastewater per unit. Residential volumetric charges will apply per unit as normally scheduled on master meter consumption for both water and wastewater services, except that winter averaging will not be applied to multifamily dwellings served by one master meter.
3 Monthly residential wastewater usage based on the average water consumption billed in the months of December, January, and February with the interim monthly residential usage set at 8,000 gallons per month until the actual average can be calculated.
(b) 
Miscellaneous fees.
(1) 
Fire hydrant meter charges (all other uses): $3,000.00 for deposit + $100.00 per month rental + in-town commercial usage rate.
(2) 
Failure to return fire hydrant meter for reading: $250.00.
(3) 
Water reconnect for nonpayment: $125.00.
(4) 
Water meter reread and buried meter visit fee: One reread annually at no cost, then $50.00 for each reread/visit thereafter. Fee waived if mistake determined.
(5) 
Late payment fee: 10% overdue balance per 15 days ($10.00 min.).
(6) 
Administrative processing fee: $10.00 per account to be charged when a customer fails to provide and fill out the applicable payment stub when paying by check on multiple utility accounts.
(7) 
Credit card fees: waived and paid for by the utility.
(8) 
Filling a pool during winter averaging: A residential customer may be entitled to a consumption adjustment in the determination of winter averaging and subject to the following:
(A) 
The customer must provide approved permit for the pool;
(B) 
The customer must provide plans showing the volume of the pool;
(C) 
Only one month’s billing may be considered for adjustment;
(D) 
The adjustment will not exceed the volume of the pool;
(E) 
The adjustment will remove the volume capacity of the pool from the consumption total of the month during the winter average period;
(F) 
The total adjustment cannot lessen the total monthly consumption than that of the prior monthly consumption;
(G) 
A resident may only receive one adjustment within a year period.
(9) 
Leak adjustment: A residential customer may be entitled to a billing adjustment upon providing proof of repairing a water leak in plumbing or water distributions lines on the customer side of the meter subject to the following:
(A) 
Only one month’s billing may be considered for adjustment;
(B) 
The water use for the month during which the leak was found to exist must exceed a seasonal average by at least 50 percent;
(C) 
The seasonal average may be established by using water use in months preceding or the corresponding three months of previous years, or any combination thereof;
(D) 
The customer must provide to the town proof the water leak has been repaired;
(E) 
The billing adjustment will charge the current rate for the seasonal average, and the wholesale rate for consumption above the seasonal average;
(F) 
A resident may only receive one leak adjustment within a one-year period.
(10) 
Lost meter fee: Replacement cost of meter.
(11) 
Damaged property fee: Replacement cost for damaged parts.
(12) 
Fire hydrant meter non-renewal fee: $350.00 recurring monthly fee until a new signed agreement is provided to the Town or the fire hydrant meter is returned.

(a) 
Drainage utility fees for residential properties shall be a flat rate charge per property per month and shall be established by resolution of the Town Council. Despite some variability in residential impervious areas, the Town has determined to charge each residential property the same and set each equal to one (1) Equivalent Residential Unit or ERU.
(b) 
Commercial and non-residential properties will be charged based on a property's contribution to the public drainage utility system. This contribution shall be based on the impervious area for the property and will be charged monthly as a separate item on their utility bill.
(c) 
To maintain equity in billing, commercial and non-residential properties will be charged a fee equal to the residential flat monthly rate times the property's impervious area divided by the Equivalent Residential Unit or ERU. The ERU will be set to the median residential impervious area, which has been determined to be 5,000 square feet.
(d) 
The drainage utility fee, payable monthly, shall be established with respect to all applicable properties within the Town and charged according to the following schedule:

(1) 
Example commercial and non-residential calculation:
As an example, if the commercial or non-residential property is determined to have 25,000 square feet of impervious area, its monthly fee would be set equal to:
Fee per ERU x (Impervious Area / ERU median impervious area)
Example Calculation: $5 x (25,000 / 5,000) = $5 x 5 ERUs = $25 monthly fee
(e) 
The following property shall not be assessed a drainage utility fee:
(1) 
Property owned by the following public governmental entities:
(A) 
The State of Texas.
(B) 
The County of Denton.
(C) 
The Town of Northlake.
(2) 
Property held and maintained in its natural state, until such time that the property is developed, and all of the public infrastructure constructed has been accepted by the Town in which the property is located for maintenance.
(3) 
Property with proper construction and maintenance of a wholly sufficient and privately owned drainage system.
(4) 
A subdivided lot, until a structure has been built on the lot and a Certificate of Occupancy has been issued by the Town.
