For the purpose of all general municipal elections held in the city, there shall be one voting precinct, to be known as the "Consolidated Voting Precinct 'A,' city of Patterson," the precinct shall include all the territory included in the corporate limits of the city, and for the purposes of such elections all of the regular election precincts, or parts thereof, established for the last state or county election preceding such municipal election, and included in the corporate limits of the city, shall be consolidated into the consolidated voting precinct "A."

The polling place for the general municipal elections shall be at the City Hall of the city of Patterson, 344 West Las Palmas Avenue, Patterson, California.

At all the general municipal elections, the polls shall remain open from the hour of seven a.m. to the hour of eight p.m. of said day.

The city council shall appoint one inspector, one judge, and two clerks, as election officers for each precinct for each municipal election, who shall have charge of the election in and for the regular or consolidated precinct for which they have been appointed. The city council may appoint such officers from the register of applicants for such positions on file with the county clerk, the appointments to be made by resolution of the council, or in its discretion, may advertise for such officers, such advertisement to be published at least once in a newspaper published in the city. The election officers shall be appointed at least thirty days prior to the date of the election.

A general municipal election shall be held in the city on the same day as the statewide general election.

In addition to any statements of campaign contributions and expenditures required by state law to be filed with the city clerk's office, each office holder, each candidate, each committee supporting or opposing a candidate for city office, and each city general purpose committee which supports or opposes candidates for city office shall file an additional campaign statement in the city clerk's office covering the same time period for every date a statement is required by the Political Reform Act. The additional campaign statement(s) must be timely received by the filing officer. Receipt of semi-annual and the first pre-election reports is accomplished by deposit in the United States mail. The second pre-election report must be hand delivered or by guaranteed overnight mail. The statement(s) shall include:
A. 
The total amount of all contributions received during the period covered by the campaign statement(s) from persons who have given a cumulative amount of twenty-five dollars or more.
B. 
The statement shall contain the same disclosures of expenditures required by Government Code section 84211.
C. 
In the case of campaign statements filed by a committee, the statement shall contain the full name, and street address of any person or persons who direct or control the contributions or expenditures made by the committee.
D. 
Candidates and committees need not duplicate any reports of contributions, loans or expenditures required by state law but may certify that reports made pursuant to this section are in addition to those made pursuant to state law.

No candidate for the Council of the City of Patterson or his or her campaign committee shall accept any contribution which exceeds twenty-five dollars between 5:00 p.m. of the seventh day preceding the regular municipal election of members of the city council and such time as all votes in the election have been tabulated and the winner(s) officially declared by the city council.
