The office of finance director of the city is created and established. The finance director shall be appointed by the city manager solely on a basis of financial and accounting qualifications and shall hold office for an indefinite term, at the pleasure of the city manager. The office shall be that of a department head.

A finance director shall be under the direction and control of the city manager, and shall have the following powers and duties:
A. 
Plan, coordinate and direct all financial activities of the city;
B. 
Develop and analyze an annual budget;
C. 
Prepare long range financial forecasts;
D. 
Administer state and federal grants;
E. 
Monitor revenues and expenditures;
F. 
Prepare year end financial statements, close books;
G. 
Prepare annual financial reports;
H. 
Coordinate independent and state audits;
I. 
Supervise general accounting, payroll, utility billings, collections, accounts payable and purchasing;
J. 
Supervise staff responsible for treasurer's report;
K. 
The financial and accounting duties imposed upon the city clerk by Government Code Sections 40802 through 40805 as same now are or may be amended;
L. 
The duties imposed upon the city clerk by Government Code Sections 37201 through 37208 as same now are or may be amended;
M. 
Such other powers and duties as may be prescribed by the city manager.

The finance director shall be required to execute the bond to the city required of the city clerk.

The finance director shall receive such compensation as the city council provide from time to time by resolution.

The ordinance codified in this chapter is enacted by the city council pursuant to the provisions of Government Code Sections 40805.5 and 37209.
