A.
The purpose of this chapter is to establish an agricultural mitigation requirement prior to the annexation of land into the city or the expansion of the city's sphere of influence. It is the intention of city council that this chapter implement the requirements set forth in the Stanislaus County local agency formation commission agricultural preservation policy.
B.
The city council finds and determines that there is a strong public interest in the preservation of agricultural lands surrounding the city in order to maintain vital and essential historical, cultural, and economic resources to the community.
C.
The city council further finds that it is in the interest of public health, safety, and general welfare to discourage urban sprawl, and preserve open space and prime agricultural lands by requiring agricultural mitigation when agricultural lands are being converted to residential purposes.
