Everyone engaged in the distribution of electrical energy for light, heat or power by the wires or using or maintaining wires for telephone, telegraph, CATV, or other electrical service in the city shall have all wires and appliances used for the purpose stated in this section and situated on, in, or over the streets, alleys and other public places within the boundaries of the area described in this section, placed underground and all poles removed when so directed by the city engineer to do so; said areas being bounded and described as follows:
Beginning at the intersection of the west line of South Meridian Street and north line of 9th Avenue S.W., said intersection being the true point of beginning; thence north along the west line of South Meridian Street 115 feet; thence east across South Meridian Street at 90 degrees to the west line to the east line of South Meridian Street; thence south along the east line of South Meridian Street to its intersection with the north line of 9th Avenue S.E.; thence east along the north line of 9th Avenue S.E. to a point 150 feet east of the centerline of South Meridian Street; thence south across 9th Avenue S.E. at 90 degrees to the north line to the south line of 9th Avenue S.E.; thence west along the south line of 9th Avenue S.E. 110 feet, more or less, to the east line of South Meridian Street; thence south along the east line of South Meridian Street to its intersection with the north line of S.R. 512; thence west across South Meridian Street at 90 degrees to the east line to the west line of South Meridian Street; thence north along the west line of South Meridian Street to its intersection with the south line of 9th Avenue S.W.; thence west along the south line of 9th Avenue S.W. 85 feet; thence north across 9th Avenue S.W. at 90 degrees to the south line to the north line of 9th Avenue S.W.; thence east along the north line of 9th Avenue S.W. 85 feet more or less to the west line of South Meridian Street and the true point of beginning.
