The purpose of this Chapter is to require that the development of all building sites within the City of Hercules include the following improvements and be subject to the following conditions.

Sidewalks to serve the building site shall be constructed on the side or sides of the building site adjacent to a public street. Sidewalks shall be constructed according to the standards and specifications contained in the Hercules Standard Drawings.
The sidewalks required in this Chapter shall be located within or adjacent to a public utility easement, which shall be dedicated to the City of Hercules, unless this requirement is waived by the City Engineer.

All utility distribution facilities (including, but not limited to, water, gas, electric, communication and cable television lines) installed for the purpose of supplying service to the building site shall be placed underground except as follows:
(a)
Equipment appurtenant to underground facilities, such as surface-mounted transformers, pedestal-mounted terminal boxes and meter cabinets, and concealed ducts as approved by the City Engineer,
(b)
Poles supporting street lighting or signal lights.
It shall be the responsibility of the developer of the building site to make the necessary arrangements with the utility companies involved for the installation of these facilities. |
The City Council may grant exceptions if topographical, soil, or any other conditions make underground installation of these facilities unreasonable or impractical. |

If the City Engineer determines that the proposed development of the building site will generate more than one hundred (100) peak-hour trips per day, the developer shall install a left-turn bay in the public street adjacent to the main entry of the building site to provide for ingress to the building site from the public street. This left-turn bay shall be constructed according to the standards and specifications contained in the Hercules Standard Drawings. The City Engineer may waive this requirement if the City Engineer determines, based on a traffic study, that after full build-out of the community, that a left-turn bay at the proposed location will not be necessary.

If the building site fronts a major or collector street, and the City Engineer determines that the proposed development of the building site will generate more than one hundred (100) peak-hour tripes per day, the developer shall construct an additional street width, not to exceed twenty (20) feet, for the purpose of creating a new traffic lane in the major or collector street along the full frontage of the building site. The developer shall also construct the necessary transitions to existing public streets. This new traffic lane and transitions shall be constructed according to the standards and specifications contained in the Hercules Standard Drawings. The City Engineer may waive this requirement if the City Engineer determines, based on a traffic study, that after full build-out of the community, that a new traffic lane at the proposed location will not be necessary.

The developer shall provide street lighting facilities along all major and collector streets adjacent to the building site according to the standards and specifications contained in the Hercules Standard Drawings.

If the City Engineer determines that the proposed development of the building site will generate more than one hundred (100) peak-hour trips, the developer shall be required to contribute towards intersection traffic control devices in an amount determined by the City Engineer based on the traffic impacts relating to the development of the building site.
