(5)
To protect the value of land and buildings in the Town;
(6)
To help remedy problems associated with real estate related code violations in the Town.
B.
Findings. In enacting this article, the Town Board finds that the cost of enforcement of the Town codes related to zoning, housing and building regulation and other ordinances is greater than the estimated revenues from reinspection fees expected to be received under this article. Therefore, it is necessary to impose a reinspection fee to offset the costs of enforcement.
In this article, the following words and phrases have the following designated meanings.

To cover the costs for inspection and administrative costs, a fee of $50 may be charged to the owner of property for any reinspection by a Town staff member, employee or officer to determine compliance with an order or other written notice issued under the authority of the provisions of this Code, directing that action be taken relative to a condition of or on the property. No fee shall be charged for the reinspection if the property owner brings the property into compliance. A fee of $100 may be charged for a second reinspection, a fee of $200 for a third reinspection and a fee of $400 for each subsequent reinspection for the same condition. A reinspection fee may also be charged when a Town staff member, employee or officer finds a condition that is similar to a condition which was subject to a correction order within one year prior to the inspection. Reinspection fees shall be charged against the real estate upon which the reinspection was made, shall be a lien upon the real estate and shall be assessed and collected as a special charge.
