The City of Havre de Grace has established the Havre de Grace Housing Authority in accordance with the Housing and Community Development Article of the Maryland Annotated Code, § 12-101 et seq.

The Board of Commissioners shall consist of the five members as permitted under the Maryland Housing and Community Development Code.
The Mayor shall appoint each Commissioner for a five-year term. The terms shall be staggered. Any Commissioner may be selected for reappointment by the Mayor. Each Commissioner must take an oath of office before the City Council as required by the City Charter.
A.
The Commissioners shall elect a Chairperson at each annual meeting of the Board of Commissioners.

A quorum shall consist of one-half of the current membership plus one unless otherwise required by State Law or as legally authorized by the Board of Commissioners in its Articles of Incorporation or Bylaws.
C.
Records shall be maintained by the Board of Commissioners or their designee as permitted by State law.
D.
The Board of Commissioners shall hire an Executive Director to manage the day-to-day operations of the Housing Authority consistent with the rules and regulations of the laws of the State of Maryland.
E.
The City is not legally obligated to contribute any funds for the ongoing operation of the Havre de Grace Housing Authority unless otherwise required by State law.
