A. 
Title 67, Section 212.114, of the PA Code (67 PA Code § 212.114) sets guidelines for the restrictions on stopping and parking; and
B. 
67 PA Code § 212.114(a)(1) states that stopping, standing, or parking may be restricted along the curb or edge of a roadway when the distance between the center of the center line pavement markings (or the center of the roadway if center line pavement markings are not present) and the curb or edge of roadway is less than 19 feet on major arterial highways, or less than 18 feet on other roadways.
A. 
In the interest of the health, safety and welfare of the citizens of the City of Hazleton, the City would like to ensure that emergency response and safety vehicles have the ability to reach every resident during an emergency situation.
B. 
Ensuring that emergency response and safety vehicles have the ability to reach every resident during an emergency will require that restrictions be placed on parking on certain roadways in the City.
It shall be unlawful for any person to park a vehicle on any roadway that measures less than 18 feet from curb to curb.
The initial fine for violation of this article shall be set at $40 and may result in the vehicle being towed at the discretion of the Hazleton Police Department at the owner's expense. This fine may be amended periodically by resolution of Council and therefore should be verified with the Schedule of Fines which is available in the City Clerk's office.
