No person shall, on premises owned, occupied or controlled by such person, permit any animal or bird otherwise permitted to be kept to disturb the peace and quiet of any neighborhood by frequent or habitual howling, barking, meowing, squawking or other noise, or to otherwise cause discomfort or annoyance to any person.

All animals shall be kept under restraint. No animal, whether licensed or unlicensed, shall be upon any street or other public way or in any public park or other public place or on any private property in the Township of Lower Yoder, whether during the day or at night, without being held on leash and under the control of the owner or attendant of such animal.
No person being the owner or having control of an animal being walked with or without a leash shall allow such animal to urinate or defecate on any property other than that of such person. No such person shall allow such animal to defecate on any property other than that of such person or on a public street, alley, ground, parkway, thoroughfare, lot or other public or private property without immediately removing the defecation and cleaning the animal feces from the place of deposit and restoring such place to its condition before the defecation.
Any person who shall violate or fail, neglect or refuse to comply with any provision of this article shall, upon conviction thereof, be sentenced to pay a fine not exceeding $600 and costs for prosecution for each offense and, in default of payment of such fine and costs, to imprisonment in the county jail for a term not exceeding 30 days; and a separate offense shall be deemed committed each day during or on which a violation occurs or continues.
All ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed.
This article shall become effective according to law.
