For the purposes of this chapter, the terms set out in this section shall have the following meanings:
A. "Disaster"
means actual or threatened enemy attack, sabotage, extraordinary fire, flood, storm, epidemic, riot, earthquake, extraordinary hazardous materials incident or other similar public calamity.
B. "Emergency management"
(synonymous with civil defense), the preparation for and the carrying out of all emergency functions, as set forth in RCW Chapter 38.52, to minimize and repair injury and damage resulting from disasters or major emergency. It does not include, nor does any provision of the chapter apply to any condition relating to a labor controversy.
