The county executive, after having received the comments and recommendations of the sheriff, health, building and code, and (possibly) engineering departments, will process and approve or deny all applications which deal with changes in name, ownership, or renewal of liquor licenses and special event liquor licenses; except, upon request of council, the council may review application for special events, and those special event applicants being denied license have the right of appeal to council.
