An Advisory Council to be known as the "Towamencin Township Environmental Advisory Council" is hereby created and shall continue to function until this chapter is revoked.

The Environmental Advisory Council shall be composed of seven Council members and three non-voting Associate members, all of whom shall be Towamencin Township residents.

Council members and Associate members shall be appointed in accordance with the following:
A.
All Council members and Associate members shall be appointed by the Board of Supervisors.
B.
Terms for all Council members and Associate members shall expire on the first Monday in January following the last year of their term of office.
C.
Duly appointed Council members and Associate members shall serve a term of three years, except the initial appointment which shall be staggered to let approximately 1/3rd of the Council membership expire each year.
D.
Whenever possible, one Council member shall also be a member of the Township Planning Commission.
Council members shall receive no compensation for their services, but may be reimbursed for the expenses actually and necessarily incurred by them in the performance of their duties.
The Environmental Advisory Council is to be advisory to and shall coordinate its activities with the Board of Supervisors, and such other local government agencies as deemed appropriate by the Board of Supervisors.
The Board of Supervisors shall designate the Chairman of the Council.

The Council shall undertake such environmental task as requested by the Board of Supervisors for the promotion and conservation of the natural and historic resources and for the protection and improvements to the quality of the environment within the Township. Associate members shall assist Council members with such tasks; however, Associate members shall have no voting rights.
The Environmental Advisory Council shall keep records of its meetings and activities and shall make an annual report to the Board of Supervisors which shall be printed in the annual municipal report or otherwise made known and available. Minutes of each meeting shall be forwarded to the Board of Supervisors.
The Board of Supervisors of the Township may, from time to time, appropriate funds for the expenses incurred by the Council.
