For the purpose of calculating unit rates, 4,000 square feet of impervious surface area within the BBWARM district shall constitute one ESU. The board may redefine from time to time, by resolution, the size of one ESU as measured in square feet.
B.
The following annual unit rates per ESU are hereby established for the BBWARM district:

Beginning in 2029, rates shall be increased by the average of the Seattle-Tacoma-Bellevue, WA Consumer Price Index (CPI-U) bimonthly percent changes (August, October and December), not seasonally adjusted over the last six months of the previous year, with a minimum increase of two and one-half percent. All CPI-U related rate changes shall go into effect in January of the following year.
