(a)
The historic preservation commission is hereby established.
(b)
The commission shall consist of seven voting members. Four commissioners shall be residents of the city who have demonstrated interest in or knowledge of historic preservation, history, anthropology, and/or architecture. There shall be three commissioners who may reside outside the city filling the professional designated positions of historian, anthropologist, and architect as required by the National Park Service regulations. The city mayor will serve as a nonvoting, ex officio member on the commission and may participate in all discussions.

There shall be two alternate members, who shall be residents of the city who have demonstrated interest in or knowledge of historic preservation, history, anthropology, and/or architecture. The alternate members shall be designated as Alternate No. 1 and Alternate No. 2. In the absence of a regular member, Alternate No. 1 shall be counted for the quorum and voting purposes; have the right to make motions; and vote on issues before the board. In like manner, the absence of a second regular member confers the same right to Alternate No. 2. Alternate members may participate in meeting discussions at any time.
