(a)
No vehicle shall be driven or moved on any highway unless the vehicle is so constructed or loaded as to prevent any of the load from dropping, shifting, leaking, or escaping, except that sand may be dropped for the purpose of securing traction, and water or other substance may be sprinkled on a roadway in cleaning or maintaining it.
(b)
No person may operate on any highway any vehicle with a load unless the load, and any covering on it, is securely fastened so as to prevent the covering or load from coming loose, detached, or in any manner a hazard to other users of the highway.
