A. 
Office. There is established a position of Fire Chief who shall be appointed by and report to the City Manager.
B. 
Additional Duties.
1. 
The Fire Chief shall also serve as Fire Marshal and shall plan, organize, and direct the programs and activities of the City's Fire Department.
2. 
The Fire Chief/Fire Marshal shall be in charge of the Fire Department enforcement of pertinent provisions of this code or this or other ordinances, or regulations of the Council pertaining to fire prevention or fire protection.
3. 
The Fire Chief/Fire Marshal shall have power to inspect all premises within the City at any and all reasonable times for the purpose of determining if any State laws, provisions of this code or any ordinances of the City, or any regulations of the Council are being violated, or any condition(s) exist, which, in the Fire Chief's/Fire Marshal's judgment, create fire hazards.

A. 
It shall be the duty of the Fire Chief/Fire Marshal to cause to be abated all violations of such laws or regulations and all conditions which create fire hazards found to exist.
B. 
The Fire Chief/Fire Marshal shall order the abatement or correction of all such fire hazards by the owner, agent or occupant of any such premises.

The City of Calistoga hereby designates the fire hazard severity zones in the local responsibility areas as recommended by the California Department of Forestry and Fire Protection pursuant to Government Code Section 51178.
The map, approved by the City of Calistoga, is hereby incorporated by reference, and entitled "City of Calistoga Fire Hazard Severity Zones Map." In the event that a single parcel has more than one fire hazard severity zone associated with such parcel on the City of Calistoga Fire Hazard Severity Zones Map, the higher fire hazard zone designation shall apply to the entire parcel. In order to effectively administer fire protection and to avoid inconsistent application of the fire hazard zone designations within the same property, it is necessary that when a parcel has more than one fire hazard severity zone designation on a single lot, the higher fire hazard severity zone designation applicable on that parcel shall be administered and enforced for the entire parcel.
