Administration of the Department of Planning and Building shall be the responsibility of the Director of Planning and Building.
In accordance with California Government Code Section 65100, a Planning Commission is hereby created. The Planning Commission is a separate and distinct body charged with the implementation of the City's General Plan and implementation of the City's zoning ordinance and land use policies and other duties as prescribed by law or the Council.
The Planning Commission shall meet on a regular basis which shall be determined by the adoption of the Commission's operating procedures.
The Planning Commission shall consist of five members. The members of the Planning Commission shall be residents of the City. At the first regular meeting of the calendar year, the Commission shall elect a chairperson and a vice chairperson from among its members. The Director of Planning and Building shall serve as the Secretary to the Planning Commission.
The members of the Planning Commission shall be appointed by the Mayor with approval by a majority vote of the City Council. Candidates for appointment are recruited through requirements as set forth in Government Code Sections 54970 through 54974, the "Maddy Act."

The terms of the individual members shall coincide with the terms of the City Councilmembers. Each term shall be two years. An unlimited number of terms may be served.
In the event of a vacancy, the vacancy shall be filled by Mayor appointment with approval by a majority vote of the City Council. Candidates for appointment to be recruited through the requirements of the "Maddy Act."

A member of the Planning Commission may only be removed from office by a majority vote of the Council.
Each member of the Planning Commission may receive compensation for each Planning Commission meeting attended. The amount of the compensation shall be set from time to time by resolution of the Council.
