The purposes of the California Environmental Quality Act (CEQA) are to:
A.
Inform governmental decision-makers and the public about the environmental effects of proposed activities;
B.
Involve the public in the decision-making process;
C.
Identify ways that damage to the environment can be avoided or significantly reduced; and
D.
Prevent environmental damage by requiring changes in projects through the use of alternatives or mitigation measures.
