It is unlawful for any person to place and to burn or to cause to be placed or to be burned, any rubbish, ashes, oil, garbage, papers, rags, leaves, trimmings, sweepings, junk or other waste materials upon any portion of the public streets or alleys of the city.

Any violation of this chapter or any section thereof shall be punishable by a fine of not to exceed the sum of one hundred dollars or by imprisonment not to exceed thirty days or by both such fine and imprisonment.
