The Bell Gardens traffic and safety commission is hereby established with membership, and shall have the power and required duty as provided in this chapter to:
A.
Make recommendations to the city council regarding the most practicable means for coordinating activities of all officers and agencies of this city having authority with respect to the administration or enforcement of traffic regulations;
B.
Stimulate and assist in the preparation and publication of traffic reports;
C.
Receive complaints having to do with traffic matters;
D.
Recommend ways and means for improving traffic conditions and administration and enforcement of traffic regulations;
E.
Submit annual progress reports to the city council for review.
