Except as provided in this chapter, Ordinance No. 3597 of the county of Los Angeles, known as the "Highway Permit Ordinance," as amended to and in effect on December 13, 1979, is adopted by reference as if set forth in full in this chapter as the street permit ordinance of the city.

Three copies of Ordinance No. 3597 as amended of the county of Los Angeles, adopted in BGMC § 12.08.010, are on deposit in the office of the city clerk and shall be maintained at all times by the city clerk for use and examination by the public.

Whenever any of the following names or terms are used in Ordinance No. 3597 of the county of Los Angeles, as adopted in BGMC § 12.08.010, each such name or term is deemed and construed to have the meaning ascribed to it in this section, as follows:

"Superintendent of streets"
means the road commissioner of the county of Los Angeles, or such other person as may be appointed from time to time to act in such capacity by the city council of the city of Bell Gardens, by resolution or minute order.
