A person, firm, or corporation shall not operate or permit to be operated on any street in the city any bicycle propelled wholly or in part by muscular power, unless such bicycle has been first registered and licensed as provided in this chapter.

A. 
Any person, firm or corporation desiring to register a bicycle shall make application therefor, in writing to the city clerk or the designee, upon forms provided by that official. The form shall show the following:
1. 
The name and address of the applicant;
2. 
A description of the bicycle to be registered, including the name, serial number, if any, and color thereof;
3. 
Such other information or description as may be required.
B. 
Upon receipt of any such application, the chief of police or police department designee shall register said bicycle in a permanent register, and give the bicycle a registration number.
C. 
When bicycle is so registered, a registration certificate and a license plate or decal shall be issued to the applicant. Both the registration certificate and license shall bear the registration number assigned.

The license plate or decal issued to the applicant shall be attached to the vertical bar between the bicycle seat and the sprocket housing. It shall be unlawful for any person, firm, or corporation to remove, mutilate, deface, or destroy any such license, or to transfer any such license to any bicycle for which it was not issued.

It shall be the duty of any person residing within the city who sells or transfers ownership of any bicycle to report such sale or transfer by returning to the police department the registration card issued to such person, firm, or corporation as licensee, together with the name and address of the person to whom the bicycle was sold or transferred. The report shall be made within five days of the date of such sale or transfer. It shall be the duty of the purchaser or transferee of such bicycle to apply for a transfer of registration therefor within five days of the date of sale or transfer. It shall be unlawful for any person, firm or corporation to refuse, fail or neglect to conform to any provision of this section.

If the license plate or decal is lost, stolen, or mutilated, the person, firm, or corporation owning such bicycle shall make an application to reregister the bicycle. The previous registration shall be cancelled, and the bicycle shall be reregistered in the permanent register and, if necessary, a new identifying number shall be given to the bicycle.

A bicycle registration and license shall expire two years after the end of the year during which such registration and license first take effect. The applicant shall pay a fee, which shall be established by resolution of the city council, for each new license issued, registration, or transfer of registration.

Every auctioneer, auto wrecker, foundry, pawnbroker, secondhand dealer, junk dealer, or bicycle dealer in the city shall notify the police department designee, in writing, not less often than once per week, of every bicycle received in the course of business. In such reports, there will bear a description of each bicycle received and the license number thereof. The dealer shall not sell, transfer, deliver, destroy, or alter any bicycle until 14 days after its receipt has been reported to the police department.
