No person shall hold, manage, conduct, or participate in any parade, march or procession of any kind, on any public right-of-way or in any public building within the city, without first having applied for and obtained a permit therefor from the chief of police.

Any person desiring to do any of the acts specified in BGMC § 17.24.010 shall file an application with the chief of police, upon a form to be supplied by the city, at least five days prior to the date specified in the application as the date for the proposed event.

The applicant shall set forth:
A. 
The name and address of the applicant, or if the applicant is an association or a corporation, the names and addresses of all officers of the association or corporation;
B. 
The purpose of the event;
C. 
The date and time set for the event;
D. 
The proposed route or place where the event is to take place; and
E. 
Such other information of a similar nature which may be required by the city.

The chief of police shall grant or deny the application for permit within three days from the date the application is filed with the chief. The chief shall grant the requested permit in all cases unless the proposed event will so unduly interfere with the use of the public right-of-way or public buildings that the issuance of a permit would deprive substantial numbers of citizens of the city of their rights to use such right-of-way or buildings for a substantial period of time.

In the event any application is denied by the chief, the applicant may appeal the decision of the chief to the city council by filing a notice of appeal with the city clerk. Upon the filing of such a notice of appeal, the city clerk shall set the matter for hearing before the city council at the next regularly scheduled meeting of the city council.
