There is created and established an economic development commission for the city. This commission shall, initially, consist of nine members, not officials of the city, representing city groups including, but not limited to, retail, financial and banking, real estate and land use planning, agriculture, and manufacturing. After the first four-year term of the commission, the council shall have authority, by resolution, to increase or decrease the number of members on the commission.
