The office of director of financial management for the city of Winters is created and established. The director of financial management shall be appointed by the city manager and shall serve at the will and pleasure of the city manager in accordance with the provisions of Section 2.08.010 of this title.

The director of financial management shall, under the supervision of the city manager, perform the following duties:
A. 
Plan, direct and maintain the accounting and auditing activities for the city government, each of its offices, departments and agencies;
B. 
Supervise and be responsible for the preparation of all vouchers and warrants for the disbursement of all public moneys and have control over all expenditures to insure that budget appropriations are not exceeded;
C. 
Assist the city manager in preparing a proposed budget of the city for the ensuing fiscal year;
D. 
Require reports of the receipts and disbursements from each expending agency of the city government be made daily or at such intervals as he or she may require;
E. 
Submit to the city manager a monthly statement of all receipts and disbursement in sufficient detail to show the exact financial condition of the city; and submit to the city manager and the city council as of the end of each fiscal year, a complete financial statement and report for the preceding year; including opening and closing fund balances in the city treasury;
F. 
Estimate, plan and program the city's financial activities;
G. 
Supervise the keeping of current inventories of all property of the city;
H. 
Such other powers and duties as may be imposed by ordinance or resolution of the city council or as the city manager may determine.

A department of financial management is created which shall be under the direction and control of the director of financial management, subject to the general administrative direction of the city manager. The director of financial management, subject to the approval of the city manager, shall organize and maintain such department as, in his or her judgment, the operation may require, and shall be responsible for the general supervision and control of all divisions of said department.
