It is unlawful for any person to operate a junk yard without first filing a written application for permission to operate a junk yard with the chief of po1ice, and receiving such a permit.

The application shall specifically describe the place where the junk yard is proposed to be operated, the name of the applicant, the name of the owner of the land on which the junk yard is proposed to be operated, and such other information as the council may from time to time require.

The council may hold such hearings and make such investigations as they may deem advisable and may, in their discretion, grant or deny a permit to operate a junk yard.
