Any person who uses a public street or thoroughfare for the purpose of laying pipe or conduits, or for any other reason which necessitates the digging of a hole or trench:
A.
Shall not cause any street to remain closed for more than thirty-six (36) consecutive hours;
B.
Shall not allow the hole to remain open for more than eighty-four (84) consecutive hours;
C.
Shall maintain a sufficient number of red lights adjacent to the hole or trench to give sufficient warning of danger to any persons traveling upon that street;
D.
Shall, as nearly as possible, restore the street to its original condition;
E.
Shall keep all holes filled to a level grade with the remainder of the street; and
F.
Shall, in the event that a hole dug and filled by that person sinks to a level lower than level grade, refill it to a level grade within five days of when the depressed area was reported.
