No permit shall be issued to any person to do or cause to be done any plumbing work regulated by this chapter unless such applicant qualifies under one of the following:
A. 
Applicant possesses a valid unexpired and unrevoked license issued to applicant under the applicable provisions of the Business and Professions Code of the state.
B. 
Applicant is the bona fide owner of the premises which premises consists of a single-family dwelling, duplex, or single unit in a condominium complex, and all accessory buildings thereto; provided, that the owner or a member of the owner's immediate family shall perform all labor pursuant to the permit.

Water meters shall be in place at time of final inspection in all connections to city service. Reduced pressure principle backflow prevention assembly (RP valves) shall be in place at time of final inspection. RP valves do not take the place of backflow devices on ground sprinkler system or hose bibs.

All plumbing fixtures shall meet state requirements for water conservation. Water closets shall be installed in accordance to state law, unless otherwise approved by the city building inspector.

Whenever the 2019 California Plumbing Code refers to the administrative authority, the administrative authority of the city shall be the building inspector of the city.
