A. 
Except as otherwise provided in this title or by law, any person aggrieved by any administrative decision of a hearing officer pursuant to this chapter may obtain judicial review of the administrative decision in the superior court by filing with the court a petition for writ of mandate pursuant to California Code of Civil Procedure Section 1094.6.
B. 
This section does not apply to decisions of the hearing officer relating to administrative fines pursuant to Chapter 19.10. Such decisions may be appealed pursuant to Section 8.32.692 and California Government Code Section 53069.4.
