A. 
The person holding the office of Village Administrator of the Village of Kingdom City shall:
1. 
Be at least twenty-one (21) years of age;
2. 
Be a resident either within the City limits of the Village of Kingdom City or within the boundaries of Callaway County, Missouri.
3. 
Maintain telephone service at his/her place of residence under conditions such that his/her residence telephone can be reached from within the Village of Kingdom City without a toll charge.
B. 
The person holding the office of Village Administrator shall devote his/her full time to the performance of the duties of that office.
C. 
No member of the Board of Trustees of the Village of Kingdom City shall be appointed as Village Administrator during the time that he/she is serving on the Board of Trustees or within one (1) year after that person ceases to be a member of the Board of Trustees.
D. 
The Village Administrator shall be chosen on the basis of his/her qualifications but without regard to his/her political affiliations.
E. 
The office of the Village Administrator shall be filled, from time to time, by a majority vote of the Board of Trustees.

The Village Administrator may be removed from office by a majority of the members of the Board of Trustees; provided, however, that if, within five (5) days after any removal of the Village Administrator from office, the Village Administrator gives a written request therefor to the Chairman, the Board of Trustees shall grant the Village Administrator a public hearing on the question of his/her being removed from office. This public hearing shall be held on a date fixed by the Board of Trustees but it shall be not more than thirty (30) days after the request therefor is made by the Village Administrator (unless the Village Administrator and the Board of Trustees together agree on a later date), and during the period of time before the hearing the Village Administrator shall continue to serve as such unless the Board of Trustees, by a two-thirds (2/3) majority, elects to suspend him/her, and in the event of any such suspension his/her salary shall be continued. After the completion of the said public hearing, the question of removal of the Village Administrator from office shall again be considered by the Board of Trustees, and if the majority of the members of the Board of Trustees uphold the removal of the Village Administrator then he/she shall be immediately removed from office, but if the removal of the Village Administrator is not so upheld then he/she shall continue in office.

The Village Administrator shall give written notice of his/her resignation to the Chairman (and shall mail a copy thereof to each member of the Board of Trustees) not less than sixty (60) days prior to the effective date of such resignation, in the event the Village Administrator decides to voluntarily resign his/her office.

A. 
The Village Administrator shall be the Chief Administrative Assistant to the Chairman and as such shall have general superintending control of the administration and management of the government business, officers, and employees of the Village, subject to the direction and supervision of the Chairman, and subject also to the restrictions contained in this Section. To that end, the Village Administrator shall have power and shall be required to:

Appoint and, when necessary for the good of the Village, suspend or remove all officers and employees, other than elected officers; provided, however, that if the Village Administrator removes any officer or employee then such officer or employee shall be entitled to a public hearing before the Board of Trustees on the question of such removal if the officer or employee makes written request therefor to the Chairman within ten (10) days after the date of such removal. The hearing shall take place at the next regular Board of Trustees meeting after the date the said request therefor is given to the Chairman (and no notice of such meeting shall be required to be given to the officer or employee) or at a special Board of Trustees meeting [in which case at least forty-eight (48) hours written notice thereof shall be given to the officer or employee). If the Board of Trustees overrules the action of the Village Administrator then the officer or employee shall be reinstated with pay retroactive to the date of the attempted removal by the Village Administrator. Whenever necessary to fill vacancies that are required by law or ordinance to be appointed by the Board of Trustees and/or the Chairman, the Village Administrator shall submit the names of qualified individuals for approval and shall, upon request, give his/her recommendation as to the individual best qualified for such appointment. All appointments, removals and suspensions by the Village Administrator, and all recommendations by him/her shall be based solely on the merit, qualifications or disqualifications of the individual concerned without regard to his/her political affiliations.

Prepare the budget annually and submit it to the Board of Trustees together with a message describing the important features and be responsible for its administration after adoption.
3. 
Review, develop and implement standard accounting procedures for all financial operations of the Village, and to recommend to the Board of Trustees such measures as he/she deems necessary or appropriate to comply with recommendations which may have been in the past, or may be in the future presented to the Village by independent auditor(s) employed by the Village; and to keep the Board of Trustees fully advised of the current financial condition of the Village and of the probable future financial condition and needs of the Village; and to make such recommendations to the Board of Trustees as he/she deems desirable relating to the financial condition of the Village; and, as soon as feasible after the end of each fiscal year, to prepare and submit to the Board of Trustees a complete report on the finances and administrative activities of the Village for the preceding fiscal year.
4. 
Present to the Board of Trustees, with recommendations for its adoption, standard personnel procedures to include position classifications and pay schedules for all employees of the Village, and amendments thereto when he/she deems it appropriate.
5. 
Present to the Board of Trustees, with recommendations for their adoption, such standard rules and regulations as he/she feels may be necessary or expedient for the conduct of the affairs of the Village, including recommendations from time to time for changes in such rules, and regulations and recommendations for consolidation of offices, positions or departments.
6. 
Attend all meetings of the Board of Trustees unless excused therefrom, and take part in the discussion of all matters coming before the Board when required to do so by the Chairman or any member of the Board of Trustees; provided, however, that the Village Administrator shall remove himself/herself from any portion of a meeting of the Board of Trustees held as a closed meeting if the person requesting the closed meeting requests that they not be present at the meeting.
7. 
Recommend from time to time the adoption of such measures as they may deem necessary or expedient for the health, safety or welfare of the Village, or the improvement of the administration of the business and affairs of the Village.
8. 
Meet with, and take part in the discussions of, all standing and special committees of the Board of Trustees, unless excused therefrom or unless requested not to do so by the Chairman or by the Chairman of the committee.
9. 
Investigate the affairs of the Village and all departments thereof, and to investigate all complaints in relation to matters concerning the administration of the government of the Village and concerning services performed by the Village.
10. 
See that all franchises and permits granted to or by the Village are faithfully observed.
11. 
Represent the Village at all functions when directed to do so by the Chairman or the Board of Trustees, and to serve as liaison officer between the Board of Trustees and civic organizations.
12. 
Conduct surveys and collect information of value to the Board of Trustees, including investigation of all grant and aid programs available to the Village and to inform the Board of Trustees and the various departments of the Village of such programs.
13. 
Meet with, and take part in the discussions of, all boards and commissions relating to the affairs of the Village, including boards and commissions established by law or by Village ordinance, unless excused therefor or unless requested not to do so by the Chairman or by the Chairman of the committee.
14. 
Perform such other duties as may be required by the Chairman or the Board of Trustees, not inconsistent with law or Village ordinances.
B. 
Purchasing. In addition to his/her other powers, the Village Administrator or designated representative shall have the power to supervise the purchase of all materials, supplies and equipment for which funds are provided in the budget; and let contracts when necessary for the purchase of materials and/or supplies.

Neither the Chairman nor any members of the Board of Trustees shall direct or request the appointment of any person to, or their removal from, office by the Village Administrator or in any manner take part in the appointment or removal of officers and employees in the administrative services of the Village, and neither the Chairman nor the members of the Board of Trustees shall attempt to exercise any personal authority over the Village Administrator. Except for purposes of inquiry and investigation, the Chairman and Board of Trustees shall deal with the administrative service of the Village solely through the Village Administrator and neither the Chairman or Board of Trustees nor any member thereof shall give orders to any subordinates of the Village Administrator, either publicly or privately.

The Village Administrator shall receive such compensation as may be determined and set from time to time by the Board of Trustees by ordinance. The Village Administrator shall have a written contract with the Village setting forth his/her compensation and terms, including, but not limited to, a provision for severance pay in the event he/she is terminated without cause.
