It shall be unlawful for any person to burn, or cause to be burned, any paper, refuse, excelsior, grass, leaves, organic matter or other combustible matter whatsoever except in an approved receptacle designed to burn such material; provided, however, that no such burning may be undertaken out of doors except as provided in section 8-27.

(a) 
The town manager may issue a special burning permit. Such permit may be issued upon written application and a refundable deposit of $25 and such other deposit that the town manager may deem necessary to ensure proper cleanup of the burning site.
(b) 
In his/her discretion, the town manager may require that reasonable insurance protection be provided for open-air burning as a prerequisite to issuance of a special burning permit.
