There shall be a Planning Commission consisting of a minimum of five members, serving at-large, appointed by the Mayor and confirmed by the Assembly. The powers and duties of the Planning Commission, and the terms, qualifications and compensation of its members shall be provided by ordinance. The Assembly shall serve as the Planning Commission if needed.
