There shall be a system of solid waste disposal, conducted in the manner provided by law. The powers and duties of the Solid Waste Commission, and the terms, qualifications, and compensation of its members shall be provided by ordinance. Until such time as the Assembly determines the necessity of a Solid Waste Commission, the Assembly shall serve as such.
