All fences and hedges now constructed, planted and maintained, or hereafter constructed, or planted on lots of land along or within twenty feet of and parallel to street lines in the city of South Gate, shall not be of a greater height than four feet from sidewalk level where such fences or hedges are constructed, planted and maintained within seventy-five feet of any street corner.
Provided, however, that this chapter shall not apply to fences which are so transparent that they do not obstruct vision.

Any violation of this chapter shall be a misdemeanor punishable by a fine of not more than one thousand dollars or by imprisonment in the city jail of the city of South Gate or the county jail of Los Angeles County of not more than six months, or by both such fine and imprisonment.
