This chapter applies only to slaughterhouses existing as nonconforming uses.
For the purposes of this chapter, slaughterhouse means any establishment in which anyone, other than for his personal use, slaughters per day more than:
(a) 
Three fowls, or
(b) 
Three rabbits, or
(c) 
Two fowls and one rabbit, or
(d) 
One fowl and two rabbits, or
(e) 
One horse, mule or ass.

A person shall not sell, display, offer for sale or keep for resale for human consumption, any fowl or poultry or any rabbit slaughtered within the city of South Gate, unless it was slaughtered in a slaughterhouse operating under a valid permit issued by the city or county health officer and unless:
(a) 
Each slaughtered fowl, and each piece or part thereof, if dissected prior to leaving the slaughterhouse where it was slaughtered, bears the label, device, tag, marking, or marker approved by and the identification number assigned by the city or county health officer to such slaughterhouse, except poultry slaughtered, packed, and labeled in accordance with paragraph (b) of this section, infra, and except that if after delivery by such slaughterhouse, such poultry is further dissected the further identification of the resulting pieces is not required so long as the label, device, tag, marking or number placed thereon remain in place; or
(b) 
Each piece or part of slaughtered poultry is delivered for resale in a closed, unbroken container bearing such an identification label and identification number thereon approved by the city or county health officer, and such container does not hold more than twenty-five pounds of slaughtered poultry; or
(c) 
Slaughtered rabbits have been legibly stamped on the dorsal aspect of the thorax posterior to the cervical vertebrae.

Every person maintaining a poultry slaughterhouse shall obtain a label, device, tag, marking, or marker approved by the city or county health officer and bearing the identification number assigned by the city or county health officer to the slaughterhouse in which such slaughtering is being conducted. Such label, device, tag, marking, or marker, shall bear the words, "Los Angeles County Health Department," or the lettering "L.A. Co. H.D.," and the number assigned by the city or county health officer to such slaughterhouse. A person shall not use such label, device, tag, marking or marker to indicate or place on or near such a label, device, tag, marking, or marker any words indicating that the poultry, or the slaughtering thereof, was approved or inspected by the city or county health officer or by any other authority.

A person, including a food establishment, peddler and distributor, shall not sell, offer to sell, display, give away or barter or have in his possession any slaughtered poultry or rabbit unless such poultry or rabbit is:
(a) 
Clearly marked and identified as provided in Section 6.40.040; or
(b) 
Slaughtered in a slaughterhouse operating outside of the city of South Gate and under the inspection of any governmental agency enforcing standards of inspection which standards are equal to or stricter than those prescribed in this chapter and the standards for such inspection are certified to in writing to the city or county health officer by duly authorized officer of the governmental agency making the inspection.

A person having an identification number issued by the city or county health department for use for the marking of poultry or stamping of rabbits shall not use such number or tags, labels, devices, markers or markings bearing such number or identification mark or stamp on any poultry or rabbit other than those slaughtered in the establishment to which the number was issued. Each day at the termination of business all such tags, labels, devices, and the identification stamp shall be located in a secure place by the owner or operator of the slaughterhouse and shall be so maintained until the onset of business the following day.

Any person other than the one to whom the number is issued who is found with any tag, label, device, marking or marker or stamp bearing such a number in his possession or who illegally uses such number or stamp, or uses the number or stamp in a way other than provided for in this chapter, is guilty of a misdemeanor.

A person shall not counterfeit, imitate, or use any label or other tag not authorized by the city or county health officer.

Every person who sells, displays, offers for sale, or keeps for resale for human consumption any slaughtered poultry or rabbits, shall keep records of all transactions for not less than six months after each transaction. Such records shall show the time and place of such transactions and the name and identification number of the establishment from which such poultry or rabbit was purchased.
The city or county health officer may inspect and copy such records at any time during which such place of business is open. Such person shall permit the city or county health officer to make such inspections.

Any person, firm or corporation, violating any of the provisions of this chapter, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine of not more than one thousand dollars, or by imprisonment in the city or county jail not exceeding six months, or by both such fine and imprisonment.
