As used in this chapter, the words "peace officer" means a peace officer as defined in Section 817 of the Penal Code of the state of California.

"Hotel"
as used in this chapter, includes a lodging house, motel, rooming house or other building or structure maintained, advertised or held out to the public as a place where sleeping or rooming accommodations are furnished to the whole or any part of the public, whether with or without meals, but does not include any auto and trailer camp or auto court or resort.

Every person who owns or operates a hotel, motel, auto and trailer camp or auto court or resort shall keep the register, which is required by Sections 7.60.040 and 7.60.050, available and in good condition for a period of not less than three years from the entry of each name and address of each guest.

Every peace officer shall have access to and right to inspect at any reasonable time any register kept by any hotel and motel pursuant to Section 7.60.040 of this chapter and any register kept in any auto camp and resort pursuant to Section 7.60.050 of this chapter and any register kept in any auto court and resort.

Every person including but not confined to the operator or owner of any hotel, motel, auto and trailer camp or auto court and resort who fails to keep a register in the manner herein specified or who denied or prevents, obstructs or attempts to deny, prevent or obstruct any peace officer in the examination of any register referred to in this chapter is guilty of an infraction and shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this chapter is committed, continued, or permitted, and upon conviction thereof shall be punishable by (A) a fine not exceeding one hundred dollars for a first violation; (B) a fine not exceeding two hundred dollars for a second violation of the same chapter within one year; (C) a fine not exceeding five hundred dollars for each additional violation of the same chapter within one year.
