(a) 
Except as otherwise provided by the Charter of the city, the city council shall adopt such compensation plans for officers and employees of the city, and amend the same from time to time, as it deems appropriate in the best interests of the city. The compensation plans shall set forth the basic salary schedules of affected officers and employees and shall consist of one or more pay grades with associated minimum and maximum rates of pay, one pay grade for each position or class of position in city service.

Consistent with the compensation plans adopted by the city council, as amended, the city manager shall set the salaries of every subordinate officer and employee in city service, both on initial appointment and thereafter as performance warrants.

Each of the officials designated in Section 2.32.020 is hereby required to furnish a bond, in the penalty set forth in that section, issued by a responsible surety company, payable to the city and conditioned upon the faithful performance of the duties of his respective office.
