The administrative services department is vested with all of the duties and responsibilities of administering and controlling all of the following municipal functions of the city:
(a) 
Develop, maintain and operate a financial accounting system in accordance with generally accepted accounting principles, and prescribe its use by all city departments and agencies;
(b) 
Develop, maintain and operate a budgetary accounting system and prescribe its use by all city departments and agencies;
(c) 
Maintain the official records of fixed assets owned or held in trust by all city departments and agencies;
(d) 
Maintain the official property inventory records and cause periodic physical inventory counts to be taken by all city departments and agencies;
(e) 
Perform billing and revenue collection of business licenses, transient occupancy taxes and all other taxes, licenses, permits and other amounts collected by and due the city;
(f) 
Establish and maintain internal fiscal controls to ensure city assets are protected and to ensure compliance with all legal requirements;
(g) 
Develop, maintain and operate a purchasing, procurement and contracting system in accordance with the city's purchasing ordinance and associated policies, rules and regulations, and prescribe its use by all city departments and agencies;
(h) 
Perform cash management and treasury duties by depositing surplus funds into legally permissible investment accounts in accordance with the city's investment policies, rules and regulations;
(i) 
Perform debt management duties by regularly evaluating the city's current and future debt obligations for risk and financial management;
(j) 
Prepare and maintain the city's annual operating and capital investments budget under direction of the city manager;
(k) 
Develop, maintain and operate a comprehensive risk management system in accordance with applicable policies, rules and regulations, and prescribe its use by all city departments and agencies;
(l) 
Develop, maintain and operate a personnel management system in accordance with the city's personnel ordinance and associated policies, rules and regulations, and prescribe its use by all city departments and agencies;
(m) 
Prepare fiscal analyses and projections for financial planning;
(n) 
Support labor negotiations with recognized employee bargaining groups by providing financial data as directed.
