Title 8 of this code shall serve as the traffic ordinance for the city of South Gate. Adoption by the State Legislature of the California Vehicle Code provides for uniform traffic regulations throughout the State. The California Vehicle Code also delegates to local government specific authority to adopt supplemental regulations, by ordinance or resolution. It is the intent of this title to establish specific authority for traffic management and regulatory enforcement of the use of the public right-of-way.

To assist in applying the laws contained in this traffic ordinance and in the California Vehicle Code, the city council is authorized to adopt, by resolution, a city of South Gate traffic manual ("traffic manual" herein) which may set forth engineering policies, procedures, and interpretations of traffic engineering practices. Amendments to the traffic manual shall be approved by resolution of the city council.

The following words and phrases, when used in this title, shall have the meanings ascribed to them in this section; provided, however, that any words or phrases which are defined in the California Vehicle Code shall be construed as so defined.
A. 
Bus Stop Zone.
The space adjacent to the curb or edge of a roadway reserved for the exclusive use of buses during the loading or unloading of passengers.
B. 
Curb.
The lateral boundary of the roadway, whether such curb be marked by curbing construction or not so marked; it does not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.
C. 
Public Works.
The public works department of the city of South Gate.
D. 
Holidays.
For the purposes of this title, holidays are the holidays as defined in the South Gate Personnel and salary resolution.
E. 
Loading Zone.
The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
F. 
Official Time Standard.
Whenever certain hours are specified herein, they shall mean standard time or daylight savings time as may then be in current use in the city.
G. 
Passenger Loading Zone.
The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.
H. 
Director.
The director of the public works department of the city, or the director's authorized representative.
I. 
School Days.
Days when regularly scheduled public school classes are in session.
J. 
Vehicle Code.
The Vehicle Code of the state of California.
K. 
Bicycle Lane.
A marked lane within the roadway designated by appropriate signs and markings for the one-way use of bicycles.
L. 
Bicycle Path/Bicycle Trail.
A specifically designated area for bicycle use which is physically separated from the roadway.
M. 
Bicycle Route.
Any roadway designated as a bikeway pursuant to California Streets and Highways Code Section 2371, with official signs giving notice of such a bikeway.
N. 
Skateboard.
A conveyance consisting of a short, oblong board with small wheels, propelled with or without mechanical power, which can be ridden by one or more persons at a time.
O. 
Traffic Authority.
The director of the public works department of the city, or the director's authorized representative.
P. 
Chief of Police.
The chief of police of the city, or the authorized representative of the chief of police.

Any person, firm, company or corporation violating any of the provisions of this chapter is guilty of an infraction and each such person, firm, company, or corporation shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this chapter is committed, continued, or permitted, and upon conviction thereof shall be punishable by (A) a fine not exceeding one hundred dollars for a first violation; (B) a fine not exceeding two hundred dollars for a second violation of the same chapter within one year; (c) a fine not exceeding five hundred dollars for each additional violation of the same chapter within one year.
