It is unlawful for any person to deposit or to do any act or thing which will cause the deposit of trash, refuse, cans, bottles, garbage, or the carcass of any dead animal, or foreign substances upon any levee within this city without the prior written consent of the governing board of the city levee district.

Any violation of this chapter constitutes an infraction and upon conviction thereof shall be punishable by a fine of two hundred fifty dollars.
