Any person who shall fire or discharge any pistol, gun, rifle, firearm, cannon, anvil loaded with powder, bow, airgun or other device whereby a shot, bullet or other dangerous missile is projected, within the city, or discharge or explode any firecracker, skyrocket, Roman candle, chaser, or other fireworks of any kind or nature, or shall make any bonfire or burn any hay, straw, shavings or other combustible material within the city, without first having obtained a special permit therefor in writing from the mayor of the city, which permit shall designate the time and place of firing and discharging, is guilty of a misdemeanor; provided, that the provisions of this section shall not be construed to prohibit any person from shooting destructive animals, within or upon his own enclosure, nor to prohibit the erection and establishment of pistol galleries in accordance with any ordinance or order passed by the council; and provided, further, that the mayor may by proclamation, designating the time and place, permit the discharge of any of the above-named fireworks or arms by the general public.
