It is unlawful for any person, firm, partnership, or corporation, except the city for maintenance purposes, to launch, place, or operate any watercraft of any description powered by an internal combustion engine in the Ellis and East Lakes located in the city except as follows:
(a)
For watercraft designed and intended for human conveyance, by special permit granted by the city manager or designee.
(b)
For radio-controlled gas or nitro-methane fueled power model watercraft not designed nor intended for human conveyance, not exceeding twenty-eight inches in length, when equipped with an electronic "fail safe" installed to prevent loss of control.
