No person, firm or corporation, proposing to make or having made a subdivision of land containing five or more lots, plots or tracts, or proposing to make or having made a plat or subdivision containing a dedication or any part thereof as a public right-of-way shall enter into any contract for the sale of, or shall offer to sell said subdivision, or any part thereof, or shall proceed with any construction work on the proposed subdivision or dedication in accordance with the prescribed rules and regulations contained herein until the plat has been approved by the city and has been filed for record with the King County department of records and elections.
