A volunteer police reserve is created for the city, to be known as the Pacific Grove police reserve. The reserve shall consist of not more than 20 persons, exclusive of full-time police department personnel, each of whom shall be over the age of 18 years. The recruits for the reserve shall be selected with the approval of and in accordance with standards approved by the city manager.

The members of the police reserve shall be assigned to such duties in the police department as the chief of police, with the approval of the city manager, shall direct. No member of the police reserve shall engage in or be assigned any duty unless accompanied by a full-time member of the police department, until such member has been accredited by the chief of police as having successfully completed a basic training course instituted for such purpose. Each reservist shall receive basic training in laws of arrest, search and seizure, traffic control, self-defense, use of firearms, protection of crime scenes and service of legal process, and at least four hours of training each month.

A member of the reserve shall receive no compensation except such as may be specifically provided by the city council by ordinance. The members of the reserve shall be covered by workers' compensation. The city shall prescribe and provide the uniform, equipment, hat piece, badge and gun for each reserve member, which shall remain the property of the city and be returned to the city when service with the reserve shall terminate. Reserve members shall be volunteers and shall not be employees of the city. Reserve members shall not participate in the Public Employees' Retirement System.

Each reserve member shall devote at least 20 hours per month to reserve duty and training. In no case shall a reserve member's service time for the city of Pacific Grove exceed 960 hours in any year.

Each reserve member shall be deemed a peace officer under Section 830.6 of the Penal Code only during the time he or she shall be on actual duty or attending official training. No such member shall wear the reserve uniform or carry the gun issued him or her while not on actual duty.

It is a misdemeanor, and may be enforced pursuant to Chapter 1.16 PGMC, for any person to impersonate a member of the reserve or to undertake duties as, or assume the status of a member of the reserve at any time other than when officially assigned to reserve duty by a full-time officer of the police department or while attending official training.

Any member of the reserve may resign at any time by written resignation, which shall become effective when accepted or otherwise acted upon by the city manager. The city manager may summarily dismiss any member from the reserve at any time as he or she may, in his or her discretion, see fit, with or without cause.

The chief of police shall cause to be prepared and issued to each member of the reserve, a copy of this chapter and such rules and regulations for the reserve as may be promulgated with the prior approval of the city manager and city council. No such rule or regulation shall take precedence over the terms of the city's charter or this chapter, nor shall any such rule or regulation be interpreted as bestowing any right on a reserve member or member of his or her family, which is not provided by this chapter or specified for him or her specifically by ordinance.
