The physically disabled, persons 50 years of age or older, and, while in the course of their employment, employees of the United States Postal Service, governmental agencies and utility companies may operate electric carts on sidewalks, subject to first obtaining a permit from the chief of police. The chief of police shall issue a permit and an identification sticker if the chief determines that an electric cart is safe and is of appropriate size to operate on city sidewalks. The identification sticker shall be affixed to the electric cart. A permit may be revoked if the electric cart becomes unsafe, is operated in an unsafe manner, or if the person to whom it is issued ceases to operate, own or possess the cart. There shall be no fee for issuance of a permit and sticker.
