It is unlawful to carry on the business of cinematographic productions, or to park or store any vehicle or equipment used in such business, in, upon or over any street or public area in the city, without first having obtained a permit from the chief of police under this chapter, or after any permit shall have expired or been revoked.

Each applicant for a permit shall file a verified application, signed by an authorized agent of the applicant, containing the following basic information and documentation.
(a) 
The full legal name of and the type of entity conducting the business;
(b) 
The name, address and job title of the person in charge, of the activities which are proposed to occur in the city;
(c) 
A description of what is intended to be done with the city, indicating proposed dates, activity and streets and other places proposed for use;
(d) 
An indication of vehicles and equipment which will be used in the city, including description of function, size, weight and number of each;
(e) 
An indication of the number of persons to be employed or used each day of production;
(f) 
A full disclosure of activities which will close or block streets or public areas for normal use for any period of time, indicating the proposed time periods or schedules of each such activity and the streets or areas to be involved;
(g) 
The local address and telephone number for addressing any communications concerning the permit or activities performed thereunder;
(h) 
A certificate or other proof of public liability insurance covering the activity applied for in an amount or amounts as set for special events by resolution of the council.

A basic permit fee as established by resolution of the council shall be paid when the application is filed, for each day's anticipated use of city streets. A higher fee, as established by resolution of the council, shall be charged when in the judgment of the police chief there will be substantial use of public property and/or the use of a location for filming will substantially interrupt the normal, intended use of the public property involved. A permit shall expire at the end of the final day for which the fee has been paid.

The chief of police may grant the permit on condition that the applicant post bond in such amount as will cover the cost of extra police protection, as determined by the chief. The bond may be reduced to the extent the chief is satisfied that the applicant is directly providing the service required. The chief is authorized to demand an increase where he or she deems it necessary.

The permit may be denied if the application indicates the closure or blockage of any street for more than four consecutive hours, or the occupancy of any public area by vehicles or equipment for more than 72 consecutive hours, or the substantial interference with the use or enjoyment of any person's business or property, or if sufficient bond in form satisfactory to the city attorney has not been filed.

The permit may be revoked on 24 hours' notice, if any material misstatement has been made in the application or if the applicant or personnel connected to the production have expanded or changed the activities described in the permit in material fashion. In cases of emergency, to protect the public health, safety and welfare, the chief of police shall be empowered to cause any activity to cease or be curtailed forthwith.

Any person aggrieved by any action of the chief of police under this chapter may appeal the matter to the city council, for consideration, at the next council meeting following the appeal. Any such appeal must be made within five days of the chief's act or decision. No appeal shall stay the chief's action pending determination of the appeal.
