The council, deeming it to be for the best interests of the city and determining that the public interest and necessity demand the action herein taken, declares its election and elects to avail itself, and the city elects to avail itself of all of the provisions of Article 1, Chapter 2, Part 2, Division 1, Title 5 of the Government Code of the state relating to the transfer of city tax functions.

All assessments for taxes in and for the city shall be made, and all such taxes collected, by the assessor and tax collector, respectively, of the county, and the duties of assessing property and collecting taxes provided by law to be performed by the assessor and tax collector of the city shall be performed by the assessor and tax collector, respectively, of the county until the city shall, by ordinance, elect not to avail itself of the provisions of said state law for any longer time.
